ATTENTION ALL
DRIVERS: Our goal is to complete our racing program by 10:30 p.m. The
pit booth will be open from 2:00 p.m. to 5:00 p.m. and the following will be
enforced... Any driver not in his assigned starting spot when the cars roll
onto the track for any event, will start at the rear of the pack. Once the
initial green flag has been thrown, you may NOT join the field unless there
is a complete restart. All races will use a rolling start. Sponsors will be
read over the P.A. system during the course of the evening.
Mission of the Bandit Sprint
Car Series - To bring top quality sprint car racing entertainment while
maintaining its viability for both the competitors and the venues at which
they compete. To further our sprint car racings range and scope before the
public we strive for every person involved to act as ambassadors for our
sports esteem in the public view and take responsible action for sprint car
racings betterment and for the good of all our sponsors and supporters.
Please read and familiarize yourself with the general rules from each
venue that the California Bandit Sprint Car Series will race at in 2006.
It is each teams responsibility under their driver/car owner (and be
responsible for their crew members, families and fans actions) to know and
be aware of all rules and procedures at all times and be responsible for
their actions. Failure to read or understand these rules is no excuse.
Every eventuality cannot possibly
be accounted for and exceptions can and will be made in the best interest of
racing by the race promoter in conjunction with the CBSCS Race Director.
WARNING-
These CBSCS minimum chassis and safety requirements are to be used without
warranty, written or implied. No warranty or representation is made as to
these minimum requirements ability to protect the user from any injury or
death. The user assumes that risk.
Race
Car Eligibility
1.
Any car meeting, the California Bandit Sprint Car Series specifications will
be allowed to compete.
2. Officials may take competitors out of competition if any car is ruled
unsafe for its driver or competition.
3. Car having fines or restrictions against it must be totally cleared
before entering competition. In the event that ownership of a car with a
fine or suspension levied against it changes during the racing season, the
fine or suspension must be cleared before the car will be permitted to
resume competition and California Bandit Series sanctioned events.
4. Cars must be neat and attractive and must display their numerals at least
12 in. high on the nose and on both sides of the tail so they are clearly
visible to the spectators and officials.
5. Numbers will be assigned on a first-come first-served basis.
Driver
Eligibility
1. All
drivers must be at least 16 years of age to compete. A Photostat copy of
Birth Certificate with county seal may be required to prove age. A notarized
parental consent form must be on file with the CBSCS office if under 18
years of age!
2. Every driver must attend drivers meeting or may lose 1 qualifying lap.
3. Driver injured requiring a doctor’s car will need a release from said
doctor presented to Race Director before being allowed to compete again.
4. Any driver may be required to start at the rear of the field of their
initial races or until they demonstrate they are competitive. Rookie flag
must be displayed on rear of roll cage, the style and color designated by
Race Director.
5. Any driver continually getting into trouble may be required to start in
the rear until they demonstrate that they can operate safely in a
competitive environment.
6. Rookie-of-the-Year eligibility shall be determined by taking a green flag
in any event after qualifying in 5 or less events in any prior racing
season. An event is defined as a complete night of racing. More than 5 races
in any other 360 or 410 sprint car series makes the driver ineligible for
Rookie-of-the-Year status.
Race
Car Specifications:
Engines:
1. Engines
are limited to 360 cu. in. plus 1% maximum displacement (360 +1% equals
363.60).
2. Engine blocks must be cast-iron. No carbon fiber sleeves. Big block
engines are not allowed.
3. Any steel or aluminum head OK. Unaltered ASCS intake gasket required.
Gaskets are to be installed right side up, with logo on top on the top and
must protrude a minimum of .150 in. on to the roof line of both injector
port and cylinder head port. No streamlining or recontouring of intake ports
or injectors to reduce affected the gasket. No enlarging or relocating of
head gasket bolt holes allowed. Cars will be inspected with boring scope.
Penalty for altering and an ASC S gasket is a mandatory two race suspension
of car and driver, forfeiture of all points in monies won during the race,
after which the infraction was found and a $500 fine. The fine applies to
the car owner and must be paid prior to the cars returned to competition.
4. Aluminum heads are permitted. Stock valve angle: 23° + or - 1 degree OEM,
no rollover. No overhead cam type motors or multi-valve per cylinder head
permitted. Only one exhaust-one intake valve per cylinder is permitted. No
Brodex # 12 permitted.
5. Fuel injection: No down nozzles; No injection nozzle drilled directly
into the head; No computerized injection; any length nozzle OK on stock
drilled injectors; Injectors must be individual stack per cylinder design;
No alteration of injector manifold mounting hole will be allowed. No forced
air systems allowed.
6. No titanium or aluminum rotating internal motor parts. Excluding drive
spuds, valve and valve retainers.
7. No traction control devices of any kind, no crank fire the ignition is
allowed and no computer controlled components of any kind allowed.
8. Mufflers are mandatory and must meet the current requirements. Must be
the VRA approved type manufactured only by Spin Tech or by Extreme Mufflers.
Cars may not continue to race if they lose a muffler during competition in
any event.
Minimum Weight
Car
must be a minimum of 1500 pounds with the driver post race (including
qualifying). Bolt on weight only by Race Director or Technical Inspector
approval. All cars are subject to being weighed at any time and owners and
drivers are subject to penalties.
Roll
cages:
All cars will
be equipped with a six point roll bar (roll cages) of the following minimum
specifications:
1. Main members of the roll bar
will be constructed with a minimum 1- 3/8” O. D. x 0.095” wall for chrome-moly
tubing.
2. Main members of the roll bar will be braced to the front or rear (rear
recommended with material having as a minimum of the same wall thickness as
the main members), and is at least 7/8 inch diameter (same diameter as main
members is recommended). Braces will be attached to the main members at a
point within 6 in. of the top of the rear transverse member (as close to the
top as possible is recommended).
3. All joints and sharp corners must be gusseted.
4. Cross-bracing between rear transverse members of the roll bar is
recommended where space permits. Must have head rest with 2 in. resilient
material mounted behind the driver's head and firmly supported is required.
5. The roll cage must extend 2 in. above the top of the driver's helmet,
when the driver is sitting in an upright position. It is recommended that on
all new cars, the roll cage should be extended for inches above the top of
the driver's helmet. The normal height is 36 in. measured on a line
equivalent to the driver spine when seated in the car. And approved halo may
be added to the top of the roll cage, if needed.
6. Final approval of all six point roll bars is at the discretion of the
Technical Steward or Race Director.
7. All roll cage top horizontal bars, rear vertical bars, and side
horizontal bars from the top of the shoulder height shall be padded with a
minimum of ½ in. thickness piece of Ethafoam # 220 or equivalent.
Chassis:
Unlimited, Except:
1.
The minimum wheelbase is 83 in. with maximum wheelbase 90 in.
2. Side Nerf bars, front and rear bumpers are required. Rear bumpers, must
be constructed of a minimum 1 in. O. D. x .083 wall steel tubing. Side Nerf
bars, must not expand outside of the tires and cover at least three quarters
of the rear tire width, and have three-point attachment.
3. All suspension bolts must be a minimum grade 5, titanium is OK.
4. All body parts, bumpers and Nerf bars, must be securely attached. Cotter
pins and wire ties will not be permitted.
5. No rear engine cars will be permitted. No offset allowed: engine, driver
and fuel tank must be on centerline of the chassis.
6. The seat will be mounted to the frame with a minimum of four (4) 3/8
inch. O. D. bolts by 1-1/4 O. D. minimum washers.
7. Aluminum or titanium front axles will not be permitted.
8. Cockpit chassis adjustable items such as shocks or bars are not allowed.
9. Side in rear Nerf bars must be intact and secure for the car to compete
and must start the event with the front nerf bumper intact. This is subject
to approval by the series Technical Steward, and/or Race Director,
especially after crash damage.
10. Spudded axels are not allowed.
Body:
1. Must be sprint type and style,
including the nose*, hood*, cowl* (*All maybe one piece), cockpit, side
panels, tail, belly-pan.
2. No winnings, aerodynamic or ground affect devices are permitted.
3. All body panels are subject to approval and/or modification as requested
by the Technical Steward or the Race Director before the car will be allowed
to compete. Side arm cover must not impede driver reasonable vision.
4. Body panels forward of the driver’s seat shall not be higher than the arm
guard. All panels must not extend outside of the frame confines. The rear
“v” panels shall have a maximum dimension of 15” wide by 22” high. No wings
or airfoils. Sun visors are limited to 6” in height and to be no wider than
the roll cage.
5. Side visors are permissible but must not extend more than 5” down from
the bottom of the upper roll cage tubing. Material must be flexible and not
be made of metal, carbon fiber or plastic.
Wheels
and Tires:
1. Must be
14 in. minimum diameter.
2. Right rear tire must be a Hoosier RC 3 or must be a Hoosier tire.
102.0\16.0-15 with a VRA stamped on the tire. As of July 1, 2006, the left
rear tire must be a Hoosier RC 1 and both front tires must be Hoosier sprint
car tires with the compound optional.
3. 18 in. maximum width right rear wheel is permitted.
4. No titanium, plastic and carbon fiber wheels or components will be
permitted.
5. Tires may have optional width and height, except for right rear.
6. Absolutely no altering tire compounds nor “treating or conditioning” of
tires will be permitted.
Brakes:
1. Cars must
have functioning three wheel brakes to be allowed in competition at any
time.
2. Steel or aluminum brake rotors and calipers only are allowed, no titanium
brake rotors will be permitted. No carbon fiber components are allowed.
Ignition and Fuel Systems:
1. The ignition switch, and fuel
shut off valve must be within easy reach of the driver, must be fully
working and recommended to be within easy reach of all safety personnel.
2. Fuel tank: must be mounted below or behind driver and must be enclosed;
must be equipped with a fuel bladder; one-piece fuel tank in tail
combinations will be permitted if constructed of super polyethylene material
(ex. the Spider tank), and equipped with a bladder. Upper for mounting
requires one or two plates consisting of 28 sq. in. total area inside of
tank shell. Plates to be noted she chassis brackets with a minimum of 2-3/8
grade 8 bolts. Lower mounts requires 30 sq. in. of area with plate thickness
specifications of 1/4 inch for aluminum and 1/8 inch for steel minimum.
3. A manual or automatic fuel shut off at the tank is recommended.
4. Recommend fuel tank, capable of 75 combination green and yellow flag
laps.
5. Fuel tanks used to qualify must be used in all events.
6. Methanol or ethanol fuel only. No performance-enhancing additives are
allowed. No nitrous oxide injection is allowed.
Seat
belts and Shoulder Harnesses:
1. Minimum 3 in. width, five or
six point harnesses only. Technical Steward must approve minimum thickness.
Minimum tensile strength 8000 lbs. (loop test). Belts must have a metal to
metal quick release type buckle. Belt material must be as short as possible.
2. Belts must be worn as tight as possible. Belts must be worn in such a
manner that it passes around the pelvic area at a point below the anterior
superior ileac spines. Under no condition may be worn over the area of the
intestines and abdomen.
3. Seat Belt shall not pass over the sides of the seat. Belt shall come
through the seat at the bottom of each side thereby wrapping in holding the
pelvic area. The seat edges must be rolled and/or grommeted to prevent
chafing or cutting of the seat belt and shoulder harnesses.
4. All seat belts and shoulder harnesses must be dated within two years of
present race date.
5. Shoulder harnesses must use double over the shoulder military strap type.
The “Sam Brown”, single shoulder side thrust harnesses may only be used in
conjunction with the military strap type shoulder strap, but not in place of
this type requirement and is subject to the inspection and approval of the
Technical Steward, and/or Race Director.
6. Shoulder harnesses must be: two individual straps of adjustable length
with metal ends designed to join the seat at the quick release the mechanism
thereby forming a single release point for the seat belt/shoulder harnesses
system; have a minimum width of 3 in.; have a minimum tensile strength of
3000 lbs.; must be attached directly to a strong structural member of their
chassis close behind the driver's neck and head; must be attached to align
four to 6 in. apart; attached to a line approximately 90° to a line of the
seat back and approximately level with the tip of the driver shoulder; must
be worn as tight as possible.
7. Anti-submarine or crotch belts are required.
8. Neck restraint systems use is recommended.
*Note-Application procedure: A.
first, tighten the seat belt. Be certain that it comes across the pelvic
area below the iliac spine. B. Second, tighten the shoulder harness and
crotch belt.
General Safety:
1.
Snell SA 95 or newer helmet is required.
2. A minimum two layer SFI rated fire retardant suit is mandatory. Fire
retardant underwear, gloves, shoes, socks, hood, and neck brace mandatory
whenever the car is on the racing surface. Fire retardant underwear, may be
optional, if the three layers SFI rated fire suit is used.
3. A quick release steering wheel must be installed and the bolts must be
safety wired and equipped with a center pad.
4. Properly attached roll cage net on the right side is mandatory. That
shall be securely attached. No temporary fasteners such as tie-wraps,
bailing wire, or tape will be permitted.
5. Rock screen mounted in front of the driver cockpit windshield area to
provide driver protection is required.
6. The drive shaft must be fully enclosed. Shaft strap or drive loop is
mandatory. The Buckley joint, must be shielded in such a manner to protect
the driver from errant fluids.
7. Onboard fire extinguisher systems are optional, however, recommended. All
car owners are required to maintain a serviceable fire extinguisher in their
immediate pit area. Fire extinguisher will be a minimum of 2 1/4 inch
capacity and will be as CO2 or powder (Ansul) type.
8. Two throttle return springs and foot pedal toe strap are required. Any
throttle cable must be of the push/pull design, such as a Morse Cable type.
9. All bolts attaching steering parts must be equipped with jam-nuts or
nylons locking nuts and/or safety wired. Steering and front suspension rod
anti-pull through devices are recommended.
10. No flammable liquids are allowed in the cooling system.
Other:
1. Two-way radios or electronic
communications between driver and other team members is not allowed.
2. No rearview mirrors of any kind or type permitted.
3. Rear-end: rear axle must be of the open to or full floating axel type.
4. All cars must be equipped with a declutching device or an in-and-outbox.
5. All cars are subject to a pre-race technical and random post-race
technical inspection to insure compliance with rules. Cars must present
themselves in designated area for inspection. Cars found out of compliance
in pre-race inspection may be required to make repairs prior to being
allowed to compete, be given a 1 race grace period or disqualified for the
event. All cars deemed to be illegal in post-race inspection may be
disqualified, suspended, fined, put on probation or other appropriate
measure taken at the discretion of the Series Race Director.
6. Disqualified means forfeiture of monies won and points earned. Suspended
means not being allowed to compete for a specified amount of time. Fine(s)
means monies levied against car owner and/or driver where car cannot be
entered into event until penalties are paid in full.
7. Officials may make modification to rules and procedures as unique
situations warrant.
Race
procedure:
Qualifying:
1.
Qualifying positions will be determined by drawing a number. Any car more
than three cars out of position for qualifying will automatically lose one
qualifying lap.
2. Qualifying will consist of two consecutive laps. One-and-one format may
be adopted at the discretion of the California Bandit Series Race Director.
3. When a tow truck, push truck or race car interferes with the qualifier,
they will be given another lap.
4. When a car spins out or fails to complete a timed qualifying lap, it
loses that lap.
5. One driver pulls into the pits or off the track after one qualifying lap
those still on the green, qualifying is complete.
6. Qualifying will not be extended to permit re-qualifying of cars in
violation of muffler requirements.
7. All cars will be required to run the muffler is used for qualifying for
the remainder of the program (refer to the muffler stipulations in motor
section).
8. Any eligible driver can qualifying only one car for the program. In the
event that two drivers qualify a car, the official time posted will be that
of the last driver qualifying. And that driver must run the last car
qualified and compete in that car in at least one event before changing to
another car.
9. A driver may not change cars, unless his/her original car has been
scratched for the evening. Any substitute driver will start at the rear of
the field regardless of qualifying positions of the car.
10. No driver change will be permitted after the initial start of the any
event. After any race’s original green flag is dropped, no driver-car
combination may be broken.
11. If, for any reason, a driver and car match-up in any race is broken,
then only the car is considered qualified. If a car switches drivers, that
car must start at the rear of the race that the car is qualified for.
12. No car owner changes will be allowed upon completion of qualifying for
the purpose of car owners points at any event.
13. Once qualifying has been completed, no other cars will be able to
qualify for that class. Car must be complete and presented at line with a
driver ready before the last car completes its timed lap in order to
qualify. Cars are arriving after qualifying may be added to the rear of the
field, at the discretion of the Race Director.
14. Car may qualify for one program only. The same car may not be used to
run two different programs. Each requires a separate entry. Rules apply only
to the car, not the driver.
15. A draw may be used when unforeseen circumstances warrant. No points will
be awarded. Cars will line up straight up on qualifying pill draw.
Heat
Races:
1. Shall be
six to eight laps in length, and contain no more than 10 cars per heat race.
The number of laps and cars per event will be at the final good discretion
of the Series Race Director and based upon the number of cars entered in the
event.
2. The number of heat races per event will be based upon the car count, at
the discretion of the Series Race Director.
3. The top four to six qualifiers in each heat shall be inverted, with the
balance of competitors to be straight-up on time. If two or three heat races
are run, the top five will get qualifying time back. If four or five heat
races are run, the top four will get their qualifying times back.
“B”
Main Event:
1. Maybe
8-12 laps and maybe limited in time at Series Race Director's discretion.
2. The top two finishers will get qualifying time back after the Main Event
invert.
3. The lineup will be straight-up based upon qualifying time.
“C”
Main Event or “Last Chance Qualifier:
1. May be added at the discretion
of the Series Race of Director based upon car count.
Dashes:
Dashes or
other special races may be added into the program for money or prizes but
not championship points unless announced prior to the event. Format will be
announced as appropriate.
“A”
Main Event:
1. Maybe
20-40 laps in length.
2. Up to 24 cars may start events at King Speedway, otherwise 22 cars at
Santa Maria Speedway.
3. The California Bandit Sprint Car Series feature event shall not be on a
timed clock other than for the purposes of completing a program on time.
This shall be at the discretion of the Series Race Director in conjunction
with race Promoter.
4. The top four finishers shall stop the victory lane for driver interviews
and awards.
5. The invert draw shall be made by the fastest qualifying driver after the
final heat race. The draw shall be after the final heat race and maybe
conducted in the pits or on the front straightaway for driver interview.
6. The invert draw shall be a pill of 4-10 at King Speedway and 4-8 at Santa
Maria Speedway. The balance of the field will be straight at based upon
time.
7. The top four finishers may be inspected plus one random at the discretion
of the Tech Official and/or Series Race Director.
Red
Flag Procedure:
All
red flags will be considered CLOSED REDS until or unless otherwise
designated. Arguing or fighting with officials monitoring red flags maybe
sent to rear of the field or disqualified. No work is to be performed on the
track; cars must be moved into designated red flag area.
CLOSED
RED
1 crew person per car allowed in designated area only.
Tear offs are allowed to be added. Water or approved beverage for the driver
is OK.
No Tools, air bottles, tire gauges are to be used.
OPEN
REDS will be designated by both the red and green flags displayed
at the flag stand and/or red and green safety lights. All cars must stop in
the designated red flag stopping area unless it is unsafe to roll there.
Transportation will be arranged. Open red flags will be used only when
conditions warrant it.
OPEN RED FLAGS
Open to crew members is the red flag area to service car and driver. Chassis
and suspension adjustments are OK. NO HOOD OFF or WHEELS REMOVED. Cars must
be in designated work area to change wheels or service motor area.
Penalty for rule violation: restart at the rear of the field.

• The amount and distribution
of points will be based upon the amount of cars starting the feature event.
Transfer positions will never pay points; the scale will be adjusted
appropriately. The minimum points any car/driver can earn is 20 points for
taking any green flag.
•
Every Grand Slam race pays points to CBSCS members.
General Rules and Procedures
Track Rules-
1. Anyone who displays signs of
being under the influence of a substance or acting in a manner unbecoming of
the CBSCS may be removed from the pit area. Boisterous conduct will not be
allowed or tolerated.
2. 2. Any participant guilty of unsportsmanlike conduct will be fined a
minimum of $ 200 dollars for the first offence In addition, disciplinary
action will be taken including suspension and expulsion from track and CBSCS
events for up to one year.
3. Fighting- Any car owner, driver or team member going to another pit and
physical action results, the person and/or persons going to the other car or
pit area may be subject to a $500 fine and immediate suspension. 1st
offense: $500 fine and 2 complete racing events. 2nd offence: $1000 fine and
a one calendar year suspension to be effective immediately. Fines may be
collected from driver’s purse of the offending team. Any retaliatory actions
taken between parties or to officials will result in an immediate 1 calendar
year suspension. Suspension include team, equipment as well as personnel!
This in addition to any legal charges or action which might be taken.
4. If a driver gains a position by driving under a tire marker or alters
race course or in the judgment of officials bettering his/her position by
passing in the infield he/she will be set back (2) positions for ever (1)
position gained.
5. Any person not wearing approved attire as outlined in the rules will not
be allowed to be pushed off at anytime to start a motor or warm a car up.
6. Motorized RV’s must have corresponding number(s) to race car(s) on the
front and the back. Reckless riding is subject to a $100 fine and removal
from the pits at the discretion of the officials. The car owner is
responsible for all such vehicles.
7. During any race all cars must be serviced in the designated work area.
Any car retiring to his/her pits will be deemed out of the race.
8. Any CBSCS team that competes with another sanction will not be penalized
and will be welcomed.
9. Any team has a one race grace period to join association as a member.
10. No persons shall interfere with the starter during the course of the
race. The minimum fine shall be $100 and/or disqualification for the
evening.
11. Series sponsor patches must be clearly visible to be eligible for
product, monies or points. This applies to stickers and decals for the race
car in which benefits are paid.
